More headaches for US President Donald Trump over his planned White House ballroom: a federal appeals court has ruled that the administration must halt the $400 million construction project, saying it has not been approved by Congress. The ruling follows a challenge by the National Trust for Historic Preservation, which sought an injunction against the project last year. A three-judge panel upheld that injunction in a 2-to-1 decision. Trump has vowed to appeal to the Supreme Court. Camille Corcoran has more.
