Plans to build a manga-themed park outside Paris have sparked excitement in France, one of the first Western countries to fall in love with Akira Toriyama’s iconic “Dragon Ball” franchise. Saudi bankrolling of the project, however, and the lack of response from Japanese licence holders, have raised eyebrows among experts and fans alike.
